Can someone suggest English name(s) for this kind of component?
It's like 5mm thread and the block is like 12x20mm with a slot

I don't think clevis is the correct wording as that serves a different purpose , looks more like a clamp or the spanner bit to hook up a hacksaw blade.
Does the hole have a thread in it?
it also looks like the hole is just on one side, i guess the shield fits into the slot, so more like a clamp.

The one in the picture is a repro one, and I don't know the original looks. The bike was in it's day a budget one, so I doubt they were brass.

I ended up getting these, and they will probably end up being painted, or left as is.
