Sounds like a perfectly normal noise for a standard 540 motor to make when driven at minimal throttle by an ESC with Tamiya's flavour of pulse width modulation.

If the motor rotor is turning and that's as fast as it will spin, you need to be looking at TX setup (end point adjustment in particular) and/or ESC setup.

Thanks Jonny, Ill give it a shot...I've tried ESC setup A FEW times...but ill keep going.
