That is the ORV chassis. probably from å Brat or Frog, but with upgrades from something like the Monster Beetle.

Yep, that's a frog with monster beetle rear shocks, rims front shocks tower, midnight pumpkins body and bumper and king cab tires. And maybe MRC front shocks (or kyosho?)
