bought a Willies Wheeler couple of month ago and am wondering if this was custom made or was available in shops.

I have never seen one like that, so my guess is that It's custom made.

It could also be aluminium dipped in Caustic Soda. Caustic Soda etches aluminium like that (I learned the hard way )

if it was dipped in caustic soda wouldnt it look more unevenly etched?
the surface is very smooth.

anyhow i think it is a really cool part to compensate the missing original part, i find it very intriguing.

I'd say it looks fine sand cast - the way the edges are broken is too consistent (& time consuming) to have been machined. Would explain the finish too. That being the case, I'd say semi-mass produced by a small firm. I can't see 30g (Less than a pouch of bakky) being enough to keep the front end down though! (Unless there's the option to mount the battery somewhere more sensible on a wheeler?)
