HI!... Anyone deal with "Jason's Store" , username "JR-RC"?

I'm trying to buy something from him on Ebay but everytime I try i get this message :

"Seller not accepting your bid

Unfortunately, the seller cannot accept your bid on this item. This can happen for a couple of reasons. For example, the seller may be limiting how many items you can buy from him or her in a specific time period."

I've never got this before?

This might happen to persons that have been blocked by the seller or are living in shipping destinations where the seller won't ship to.

This has been going now for almost a year. I don't know why I would be blocked? Mabey someone can buy the items for me then I paypal them the money? It's a decal kit for my Tamiya Renault 5 Turbo.
